Williams and Cardwell: what am I missing?

Jalon Williams played in 2 games in 2018, none in 2019 - denied waiver to play in 2020
Jay'veon Cardwell played in 2 games in 2018, three in 2019 - granted waiver to play in 2020

Is Williams sitting out voluntarily? He'll be in his 4th season in 2021, having played in only 2 games.
Info on Cardwell playing in 3 games in 2019 was taken from a Google article. He doesn't show on Oklahoma States 2019 roster (?) but does on www.sports-reference.com
